I think you need to check out the starter generator. I had a customer bring me a cart with an aftermarket starter generator that was experiencing similar symptoms to you. I ended up finding a short in the starter generator. Remove all the wires from the starter generator and do a continuity test from A1 to A2, and F1 to F2. You should get continuity in both tests. Then proceed to test for continuity on the case of the starter to any of these four posts. If you have continuity there, it's shorted to ground.
