Default G22 charging at 17-18V

I have a g22a charging at 17-18v, came in with a dead battery and noticed it after swapping battery and checking charge voltage, battery i took off was old and cells were pretty empty of water, i swapped the voltage reg with another cart, no change, i swapped the starter generator from that other cart, still no change, i swapped the battery again as well, still no change...

I dont see a diode anywhere is there one or could this be the culprit? Im going to check wiring to reg now make sure its not bypassing it anywhere? Does starter gen output ac voltage to the reg? And center wire of reg is dc output?

My recently acquired g22 also has a high output. Haven’t tried changing the regulator yet. Hoping to get some more info.
