Default 2014 Yamaha - Battery or Charger problem?

Hello - got this cart 2 months ago..

Red light on charger lights up when plugged into an outlet, but when plugged into the cart, I get an are with both the Red and Green lights flashing.

Cart now seems like batteries are very low - but when I use a volt meter I'm getting 7.75 Volts from each battery and 46.5 V across the series.

Wondering how I confirm if my charger is bad - or my batteries have issues?

Seems odd I have 46.5 volts but it acts like it is dead?

Any help appreciated....

Well, the batteries are very low right now, but it's still high enough the charger should be able to go. I'm thinking it's the charger.

Also, every day those batteries sit in their current discharged state, damage is occuring.

So at a charged state, what should the voltage be?

Any recommendations on chargers?
