2002 Yamaha Electric

A few weeks ago I was driving it it was bucking up hill.Its a 2002 Yamaha Electric.I fixed the bucking but as I was driving it it came to a dead stop.Turns out the (NEW) Batteries needed a charge so they ar charged up 100% and to get the cart to run I would have to flip the switch from to to run and It would only go in reverse.As soon as I tried to go in forward the solenoid clicks off.A few days later--(NOW) It wont even move it just clicks but wont move an inch.Every terminal on the solenoid tests 50 volts when you turn the key on or off or push the gas it wont decrease or increase.When the switch is on Tow it drops down to 2 volts The Solenoid tests good the tires dont spin when testing (GOOD) and I've Replaced the controler.What do you think?
