Loosen the throttle cable so you can start the engine and set the idle on the carb just a hair faster than the starter runs it. The top of the pedal should move about 1" past that before the cart moves; before the throttle on the carb moves. If the pedal is low when it starts, check the switch on the pedal or the splines on the pedal shaft as the pedal should not move that much before it starts the engine. Set the idle mix to 1.25 turns out or a little more.

The cart wont start unless the pedal is all the way to the floor. I looked at the pedal assembly and have no clue what I am looking at....

What can be confusing is you have two systems here, one is the starter/generator it turns the engine over as soon as the pedal switch is activated and the ignition turns on at the same time. You should move the pedal around an inch or less at the top from rest and it clicks, the switch is next to the pedal you have to pull the floor up. Should be able to block the cart wheels or drive it against something, then hold the pedal by hand on just enough to switch the system on, then set the idle speed on top of the carb so the engine idles just faster than the starter turns it but not enough to make the cart move (assuming your clutches are working right and not dragging). Then the second system is the throttle, once you move the pedal about 1" more at the top the carb should start to open and be all the way open when the pedal is on the floor. You can't confuse the starter turning the engine over with it running or not, the starter will turn it long as the pedal is down. If you have to floor it then likely you have a problem with the engine not wanting to run unless the throttle is open. I've never seen a switch that would not work until the pedal was way down, but who knows, it can be adjusted or replaced. When you let off the pedal the lever hits the switch to turn off the ignition and starter, push the pedal down and it releases the plunger to turn it on. Sometimes sticks and dirt can get in there and mess it up. There is also a nut on the cable there that adjusts the throttle, it should be set so it starts up and idles before it pulls the carb open, that is the important part...so if you push the pedal just enough to start it the throttle is closed and the cart does not take off until you push it down more.
