Default Drive 2007 only goes 10-12MPH

Hey everyone... i bought a used Drive a few weeks ago and it seems VERY sluggish to me. The batteries seem to be in great shape, the tires are pretty new, the paint and interior are great....BUT. It doesn't seem to go any faster the 12 MPH (even on an extreme down hill). Now I understand the regen braking concept so I understand the down hill max speed, but I am confused as to why this is also the top speed on perfectly flat land as well. I seem to think that closer to 19 is normal for a "stock cart"

Any ideas where to look?

I think 12 is stock speed. You have to get the speed kit to get to 19.

Sorry if this is a crazy question, but what is the "speed kit" I searched the forums and I see comments about "going to a dealer and getting them to change the controller" but nothing about a speed kit.

The "PTV" upgrade to 19 mph is a purchased code that a Yamaha tech can input into the stock controller. To order the PTV upgrade the car must have head and tailights and a horn installed.

Just bought a used 2008 Drive and have the same problem, slowest golf cart in the campground. My father in laws 2002 Yamaha is even faster. Hoping when I get bigger tires and wheels it will help. And my cousins Club car leaves me in the dust. We are not allowed to use lights in our campground but I may have to install them to get the kit,

Finally picked up my 2009 Drive this week. I had them put in the speed code for $150. It runs 15 up hill and will hit 22 on a long down hill. 18-19 flat.
23" tires. Plenty of power around the yard and small hills.
