Don't those type of bulbs require a ballast circuit?

No they are not HID bulbs. So they don't require a ballast.

All they are are xenon gas filled Halogen to change the color. How are the lights hooked up? Are they directly to the battery? Are they plugged into the stock wiring with the light kit? Did they blow with the cart running when you turned them on? I am assuming this is a gas cart?

My guess until you can answer these questions for me is that your voltage regulator is bad. I bet if you check your battery voltage while running in service mode it's overcharging. You can also check the voltage at the light socket. It should be no more than 14-14.8v dc. Check that stuff and post back

Those are basically fog or driving lamp bulbs. The xenon gas that's put in the halogen bulbs just changes the color of the burn. A brighter white to a blueish color. If you were to install hid bulbs on a dc 12 v system, without ballists it probably wouldn't light up or would be dim. I'm not trying to start a pissing match with you but I see and do this kind of stuff everyday. I just think you've been misinformed . I hate hid by the way. I think the kits are garbage, and they are annoying as hell when they're in your eyes.

No pissing match detected, glad you're up on the tech side of this. I was not aware of the bulbs being mentioned, and didn't want the OP to make another mistake. Please help him solve his problem, and I'll gracefully step back and learn something.

There just fog light bulbs I think what happened was my headlight switch is getting 48 volts it souls only be getting 12 volts correct? My tail lights are also wired to the same switch and they work just fine so I'm alittle confused maybe wire the switch so it gets 12 volts?

If you gave them 48v that's what popped them. As for the headlights blowing first. They draw more power than the tail light bulbs. I've seen this many times with snowmobiles when the voltage regulator goes bad. Head light blows first, then taillight. But the instrument lights hardly ever blow.
