It has a new starter, key switch, solenoid from club car, voltage regulator and

Is it a key start or pedal start? How does all the wiring look? Any rubbed wires on the frame?

Its a pedal start and the wires look great with not a sign of
rubb marks or anything wrong with them.

Will the engine turn over at all? or does the engine just move a little, (to the compression stoke) then blows the fuse?
or is it just when you put it in gear?

I had somewhat the same problem with my 07 after I replaced my starter/generator belt,
I actually tightened my S/G belt too tight, (which most people think can't happen)
It put too much strain on the S/G, and blew the fuse... 3 times!
I loosened the S/G belt just a little, and haven't had a problem since!

This suggestion may, or may not work for you... but, at least it's start! (no pun intended! )

It wasnt running at all when i got it, i opened the seat
chacked the fuse it was fine i tapped the starter and it started up
i ran fine so i replaced the starter and it started up ran for about
5mins i shut it off and then went to start it again and it started blowing
the fuse when i put it n gear. I can turn on the key and it doesnt
blow the fuse just when i go to put it n gear?

It blows the fuse when you put it in gear and not hit the "go" pedal?

Then it sounds like a wiring "mishap" to me...
Have you checked the wiring diagrams either in a manual or the "stickies"?

If all that is o.k., It just may be a bad (new) S/G...

I would unhook the battery and start checking resistance. You have a short some where that only comes into play when it is in gear. You either have a wire landed in the wrong spot or a bad component.

Just a heads up we had 3 '04 club cars and all 3 have had major problems with the micro switches on the back of the Forward/Neutral/Reverse switch. We only have one now. Try putting it in maintence mode to eliminate the forward and reverse micro switches and try starting it. If it starts then you know the problem. If it blows the fuse then I would start looking at wires with too much resistance. On ours it did everything from blow fuses to cut out while driving like a bad coil would do. That one we ended up swapping every piece of ignition and starter and then eventually the entire engine and it kept cutting out. It was the micro switch.
