Smile cart speed...is it functioning properly?

Just picked up a 1995 yamaha g14e 36 volt electric cart with factory lights etc.. We have it out at a golf course. The cart seemed slow, was very slow once off the cart path, very slow going up hill. Batteries were from oct. 2008 so we replaced them. Cart was better today, but still seemed slow to me (compared to our 1997 48 volt g19e). Can this cart be made to move faster? Can controller be programmed? Any advice? Is it functioning properly? What should we be checking? It could just be me. Any advice, help appreciated.

G-14e is slow when stock, like 12-14 mph slow. no reprogramming possible, gears are available, but that is a trade-off costing you hill pulling power. check voltage at the charge plug at full speed (~36v), then check motor voltage at full speed (~34v). the motor voltage should be no more than 2-4 volts lower than pack voltage, if it is the controller or throttle has a problem. if you find pack voltages below 32v at full speed cruising, you got battery problems (or just need to charge them).
