Default running issues

hi all new here, i picked up a g9 today and am having a few issues,
first off the previous owner had it wired so a switch hits to get the starter runing, i am guessing the start switch is bad on the peddle? there are no cut wires, just hot wired to the battery,
second when i get to fuel throttle it seems to surge,

this thing looked like it had been siting at least a year,
so what i did today before i even started it,
new battery terminals,
new battery,
new plug,
changed oil,
new gas,
cleaned carb,
i also did the gov delete after i had it runing for awhile, but the surging is bad at anything past 3/4 throttle

i ordered a diaphragm kit for the fuel pump,

Several thoughts.....if the primary clutch weights are loose, (take the cap off and see if the weights "wiggle" alot at the pivot points) they can cause that. If your accelerator cables (did I mention I'm not a fan of bypassing the govenor before guy's?) are damaged, not freely moving it can also cause that. Good luck

i was testing from the throttle body so it would not be moving, il check the weights, thanks!

So I opened the clutch it was busted and not engaging , I ordered a brand new one, will that cause the motor to surge like that because of the lack of load?

Yep, hitting max rpm in ignition box...that thing woulda been screamin'..
