The solenoid is obviously letting power pass through it at all times. That's the only way it can run with the key off and the power removed from the solenoid coil. If the solenoid is "stuck" in the closed (on) position, this is what happens. This is a very common problem with this particular system, even when it's in it's stock 36 volt form. Disconnect the battery pack and remove the two large wires off of the solenoid. With a multimeter set to check ohms/resistance, check the reading between the two large posts of the solenoid. You should get an open circuit, or no reading at all. If there is an internal connection between these two posts, the solenoid is bad.
