well if the engine is flooded bad it will do that, and it will wash down the cylinders lowering the compression. i would pull the plugs and spin it over for a while and then let it sit a bit, then drop a little oil in the cylinders and try to start it. not knowing the carts history with what parts may have been changed in the past? are you sure the starter is turning counter clockwise [its a long shot but just making sure]

yes its turning the right way,the plugs are dry ,i think tommorrow i'll try and put some oil in cylinders
