02 down on power

my buddy has an 02 he uses in the nascar pits he said at bristol it didnt want to pull up hill with 4 people on it where is the first place to look

General tune up, adjusting valves, clutches, belt, starter/gen. I'm sure there's a few other things that could cause a loss of power
