Default Charger Testing Questions

How can I test a 36 volt charger to see if it is working? It is an old Lester 36v 25 amp charger. When I test the voltage output, I get >1 mili Volt. It doesn't make any noise. Is there anything I can do to repair it? Any advise would help.
