Default Ruff & Tuff will not go

I have an 07 Ruff & Tuff 48V Cruiser with two speeds. I came home and it was sitting on the drive. My guys said it just quit. Many questions go through my mind when they say that. Anyway. Repair store said it wasnt charged, and after many attempts to charge it, i took them the charger. They said it was toast. Replaced it. That fixed my charging problem but not the movement. I have cleaned all the terminals and fully charged the batteries. Im getting 49.2V. The ignition solinoid is clicking and "seems" to be working properly. Same with forward and backwards solinoids. After reading many post on here, I checked the ITS. Was getting a .4V reading with the pedal slightly engauged, and a .6V Fully depressed. So i changed it out with a loaner from the repair shop. No go. I also checked the wires from the ITS to the controller, i have continuity. The rear wheels spin freely with ease, so its not frose up. Im down to motor or controller. Both are to expensive to relace if not faulty. So, anyone have instruction on how to test these two items, or other suggestions? The controller has a 8pin connector but only uses 4. I have found many test manuals for EZGO but nothing for this make and model. Thanks in advance.

if you find out the make of the controller then go to there site and look for support on how to test the controller i would bet the controller is bad motors don't go bad to often. by your description. I will bet its a curtis controller

I believe it’s a Chinese controller . The Curtis I believe are 12 pin
