1992 Club Car RPM issues

I have a 1992 Club Car that had the rpm limiter ground wire removed by the service guy who works on my cart, now it goes full throttle all the time. I reconnected the ground wire and then it will idle but not kick in and go?

Sounds like a bad limiter but your "full throttle all the time" comment is confusing. Are you saying it will go to full throttle or it's wide open all the time ? If it's the latter, pull off the air cleaner flex pipe and check to see if the throttle butterfly is still there. It's not uncommon for these to snap off.
