Default Clutch Spring Replacement

Once I get this cart running good, I want to install the heavy spring in the rear clutch.

What is the best method to remove this clutch? I had one once that I had to break off because it was seized to the shaft. Do not want to go through that again.

Can a new clutch that has been machined and heavy spring be bought or do you have to send in your old clutch and have this done?
