I GOT IT!!

There is so little support for the old stuff.

When the DC-DC converter failed it took out the Power Control Module.
I couldn't get any info on the Power Control Module. A replacement is out of the question.
Today I spent the morning tracing the lines in and out of the module and determined that the module is responsible for two things. It grounds the signal for the parking switch and it cuts the 5 volts for the TPS. Once I jumped the 5 volts to the TPS and grounded the Parking Switch,it moves!
I still haven't figured out the parking brake but I can tell that it has never been engaged. For the last few years that this machine has been down we have always pushed it.
The good news is that it moves

I got it too...

Cartmaster is right, i've found an optimized manual + wiring diagram in an older thread. On Page 83 there is a picture of the parking brake. There's indeed a lever attached to the caliper, operated by a brake cable

Mystery solved!

Ok guys. I'm not so sure that the emergency brake mystery is solved.

Notice in the first two pictures that not only is there not a brake handle but the trim doesn't even have an opening for the brake handle.

Pictures 3 and 4 show one of the wheels. They are all the same. No braking lever there.

Oh well, that's still a mystery... no caliper at all on the left and one new looking caliper on the right. Without any of the parking brake stuff! Real headscratcher...

Not quite. You are looking at the same wheel. One picture is from the backside. The other is the same wheel from the front. All 4 wheels have a caliber.

Better looks twice... ok, the service brake calipers are in the front of the rear discs and the parking brake units/calipers should be on the rear side ( only the mounting holes are visible ). I'd conclute, somebody has removed all the parking brake parts or they're forgotten by the factory?
