Default voltage reducer, need to switch off?

I installed a voltage reducer this weekend. with nothing drawing current it sparked and clearly pulled current at rest. I thought it may kick in only with a draw. I want to control when it comes on and wanted to see what the general opinion was @ this. just grab power at the keyswitch, add a switch or get a three way light switch.

I will check with my meter tomorrow but- is the keyswitch voltage 36v? does the 3 position keyswith throw 36v for the light circuit?
