Back up alarm won't shut off

I have a similar situation. I have 2015 ezgo rxv and one day it just went to crawl and the buzzer runs non stop in f n and rev. When i opened the seat I found that the reverse buzzer wires were shorted together. Well fixed the short and it still has the same symptoms.

Time for a replacement controller, or have yours repaired. The original crawl was likely caused by a motor speed encoder going bad. Replacing that will fix the crawl problem. The shorted wires blew the FET that controls the reverse buzzer. It will continue to sound and impact operation until that is repaired. So the controller will need to be repaired or replaced in order to allow normal operation.

Bob would turning the buzzer off with software help ?

If the cart were operational, yes. But the shorted buzzer FET has probably disabled operation and will prevent it from being turned off. If the buzzer test were also disabled, that might allow it to operate, but no guarantees on silencing the buzzer.
