Default 36 volt GE series motor test

I tested my 36 volt GE series motor as described in a previous post. When I applied power via the negative cable it arced out and the motor did not turn. What does that indicate as far as a problem with the motor and where can I get it repaired on a budget?

I don't know if anybody cares, but if you use the Scotty B method of series motor testing, make sure you have the parking brake released. That is the reason I had such an arc when I applied the power. The motor tried to go but was inhibited by the brake. (duh)
