Most days it gets driven if weather is not raining, but someone in the family seems to always drive it before it gets down to 38.3 which I understand is 100% charged.

There is a gray area between keeping the batteries charged and overcharging, and everybody's situation is different, so you have to play it by ear.
The rate of sulfation doesn't kick into high gear until the SoC drops to about 70% and GC batteries tend to self-discharge at about 1% per day, so when in long term storage, the refreshing charge ought to be initiated about once a month. If your cart never sits more than a week without being used and recharged, there probably isn't much need for refreshing charges.
