Question Ez Go DCS no go when on the ground

I have received a six passenger DCS from my uncle, he said he put a new motor in it and now it doesn't go any where. I searched the motor and found it was a series motor. I have since put the correct admiral motor in it. if I lift the back axle off the ground the tires do start to turn (not smoothly). when I put it back on the ground it might move an inch forward.

I found the DCS diagnosis PDF on this website and have gone through all the steps, everything checks out. I need help, any insight would be greatly appreciated.

Not an expert but it could possibly be a stripped drum...the splines get stripped, it's fairly common...the shaft will spin inside the drum hub...
