Yes, along with any of the other steps there in the post that you haven't performed. If you see pack voltage there, the OBC is communicating with it and telling it to close the relay for charging.

Lets keep on the charging issue for now. Seems like you have checked the stuff on the cart, but did you check the fuse at the charging receptacle?
