Default speed switch assy

1984 club car ds just purchased, visual inspection reveals both red end caps for speed switch assy in glove box. lower bolt(4-40) for assy that also holds 5 switches inside assy was installed opposite way according to diagram(and not attached to bracket). The upper bolt is attached to bracket, thus allowing speed switch assy to pivot when pedal is pushed.
My question is how to properly mount to bracket, The diagram shows a nut between bracket+speed switch assy for the lower bolt(4-40) but not for the upper bolt(10-32) that would mount cockeyed.
Not sure how it mounts?.

Finally have switch assy assembled to stock configuration, The small nut(#19) recesses
into hole in bracket(don't I feel stupid) now I know why no replies.
Also added split washers(#5) between #3+#4 switches that was missing.
Original problem was low speed cutting out, Cleaned all connections now I need to test solenoids wonder if 4 nine volt batteries in series would be enough current to drive solenoids to test contacts?
And yes I do maintenance in living room(benefit being married to a southern belle) lol
