I was just thinking that if the course marshalls are taking care of the day to day maintenance of the carts. Are they overfilling the batteries, I have noticed that if you have to much water in the batteries they tend to boil out and cause excessive corrosion.

Happens at most places due to cheap labor (youth, inexperience, lack of ownership, etc.)
