chatter on electric golf cart

If I push to hard on the pedal it will chatter like a clutch on gas cart or when going up steep grade this happens also

explain are you saying they are not producing 48 volts

The voltage is dropping under load to a level that will hold the solenoid coil engaged. The chatter is actually a hammering of the solenoid contacts as they draw in and cut out many times per second. It is very bad for the solenoid.

Resting voltage across all your batteries should be a tad over 50-51v (on 48 volt cart). If you hook a voltmeter with alligator clips across your battery pack - and then drive up a hill, the volts should drop a whole lot. If you hook to each battery separately and drive the hill, you should be able to identify the worst one(s). It is never a good idea to replace just one or two batteries in a pack - because the good(new) batteries will eventually be harmed by the older ones - and end up no better than the old(er) ones that are currently in the cart now. All of this assumes you have proper GOLF CART batteries installed, of course.
