No need for a book. There is a rollaway brake on these carts, intended to keep the cart from uncontrolled runaway on hills when there is no operator. That brake depends upon the speed sensor. With key on or off (but brake disengaged) you can push the cart and see if it moves. If it resists, feels like molasses, then the system is working. If the reverse buzzer is still hooked up it should also sound off. Absent those signs the speed sensor is likely bad.

Speed sensor looks like a little top hat with wires coming out, is bolted to the end of the motor opposite the transaxle.
