When You said You "by-passed" the OBC, did You disconnect the 6-pin plug and jumped the Blue with the White wires on the cart harness-side connector?

The black wire with yellow bullet connector is to wire accessories on your 48v->12v reducer.

That 16v reducer is not good for the batteries.

Definitely your reducer. That last wire is probably to add an accessory. You can probe it to make sure.

Yes, that is exactly how I bypassed it. Pulled the pins from the harmess side and used a set of gator clips to join temporarily.
Ok I thought that was a reducer. Thanks.

I'm not getting solenoid activation from the controller, nor does it do anything I'd I by pass the solenoid. Solenoid tests good.
Anything else I can test to be sure the controller is my issue?

Just to put an update - changed out the controller for a rebuilt one, everything works as it should now. (I hate when threads don't show what the solution was)
