Default 1998 Ezgo dc txt not running

I have negative full battery pack at the key switch. Thinking this has to be a controller issues?

If you connect the voltmeter's negative test lead to the battery pack's main negative terminal, it is electrically impossible to get a negative voltage reading unless the test leads are incorrectly installed on the voltmeter..

I have double checked everything.

Key switch is yellow/white and yellow wire. With voltmeter black on - bat. I get nothing but If I move black to + bat I get voltage.

I was thinking this would mean I have - charge at key switch.

That is exactly what it means, but if you are using a digital voltmeter, it is likely to be a voltage due to a phantom current path. With your voltmeter referenced to B+, all that is needed to get a voltage reading is an ever so slight amount of conductivity to B- and there are no perfect insulators, especially in a electric golf cart.

Since you have B+ on Pin-10 when the DVM is referenced to B-, but not on Pin-9, the most likely problem is a bad Run/Tow switch, or the 4-pin connector that connects it to the wiring harness.

I wiggled the 10 pin connector and the red/yellow wire sparked and cart started jumping. I had to unhook battery to make it stop

On a side note, I once had a case where there was a single battery that was so dead it reversed polarity, drove me crazy until you or someone here explained it to me.

Inspect the 10-pin connector and spray clean it.

Your controller might be bad, if so replace it with a XCT48300-DCS, or larger.
