Default RXV crawling at very very low speed

RXV would drive then stop, then keep doing the same thing batteries where suspect so where disconnected, (Tow/run switch in Tow) and left for 8 weeks whilst we located new batteries. Batteries fitted but now the buggy will only crawl along at very very slow speeds, a baby could crawl faster.
The main solenoid is clicking and operating, when the accelerator peddle is pressed the "Click: of the brake solenoid can be heard.
With the key in the off position the brakes are locked and the buggy can't be pushed
Buggy is free to push with switch in Tow.
Main switch on and the re-gen is working.
Whilst in reverse the bleeper sounds like a strangled bird and is very quiet.
I have not yet checked if it is the bleeper or an under voltage thing.
Batteries are good .
Thanks in anticipation.
I look after several buggies EZGo and Yamaha so I dare say "I'll be back" with more questions

Sounds like you need a new speed sensor or bearing encoder whichever one you have.

Depends to the year, 2012+ with Curtis control is easy to replace, before with the Danaher controller the motor has to be off. There is a bearing encoder inside.

Some of the Danaher controllers had speed sensors in them.

I have checked and it is a Danaher.
Cant read the serial number of the buggy but it might be a 2011 model

If it's a 2011 it probably has a speed sensor. Very easy to change.
