All power to the Radio comes from the constant power wire (yellow).

The red wire is just a "trigger".

Unless You have a relay that switches the Yellow wire from the DC converter side back to the 2 batteries when the converter is OFF, You are in fact running your entire Radio off the 2 batteries (even when the converter is ON).
so I've defeated the purpose of the reducer just so I can retain my presets?

Yes, pretty much...

A few options to retain the presets on the radio using a DC converter:

1) Use a converter that provides both a Constant and a Switched +12v output.

2) Add a $5 (36v) relay so You can provide both Constant and switched +12v outputs from your existing converter.

3) Add a less than $5 (12v) SPDT relay so you can switch the Radio Yellow wire (Commom) from Converter (NO) to the Batteries (NC) when the converter is OFF.

This last option will depend on your Radio retaining the settings during the low voltage drop until the relay coil de-energizes and the contacts move back to the Normally Closed position
