Default Yamaha g29 not turning over properly with video

Does this appear to be starter brushes? Here's a pic with the cover removed?

What does the battery voltage drop to when you try to start it? Can you turn the engine over easily by hand with the primary clutch?

That particular brush is not worn out, but it looks kinda dirty in there. A voltage drop to 4 volts could be due to a heavy starter amp draw, so don't be fooled by that. Seems the motor wants to turn over

A voltage drop to 4 would be a bad battery in my opinion if there was a heavey draw with a good battery something work smoke and burn up

Battery did need replaced according to napa. New battery and it is somewhat drivable. It seems to start up in neutral fine. But in gear it's struggling to turn the engine over

The pedal/solenoid produces a click everytime I press it. Ohms were between 0 and 0.4
