Default 02 ezgo txt power loss,

My new to me 02 EZGO TXT 295cc 9hp runs great on flat ground all day but after about 10 min or so it won't climb a hill! Not even a small one but will still haul *** on flat ground. If I let it sit for a few minutes it will gain enough power to climb the hill but lose it shortly after...I backed the valves off to .008 and it only gives it a tiny bit more power but still not enough,I don't want to go to .010 because it sounds like **** at .008 what should I do next? Here is a list of things I've done

1 Compression is at 150 at both plugs
2 spark plugs have black all over it
3 checked valves and set them at .008
4 this cart has the gov mod for 22mph

How's the belt? Sounds like clutch issue put it in nueatral and run it wide open watch the clutches and the belt should sink to the bottom of the secondary and rise to the top of the primary in a smooth motion

Yes,it rides to the top on the drive and sinks in the driven

So messed with it more today by adjusting the valves and ended up making it worse! So I fixed it and back to square 1! It runs fine on level ground and as long as I have speed it will go up hills. If I am at the base of a hill and even a small one,it want even go a foot. When the engine is cold it will go up the hill but when it's hot it won't.....what's the problem?

Found the problem,it was the air filter housing. I took the air filter out and it didn't get torque to go up hill,removed the housing and pipe from carb and it ran like a raped ape up the hill! But everything back on and it is **** again. I need to find a better air filter housing.

Is the baffle plate installed correctly on the carb. There should be four studs to hold the carb and filter box on. two have long heads with more stud on the end. the plate goes on the top of these longer studs to hold it away from the filter box and is held on with two 6mm (10mm wrench) nuts. if too close to the airbox it will restrict airflow and have no power. I am assuming you have the rectanglar box and not the adapter with hose to a round filterbox. although the principle should be the same. I cant see how the filter box alone can cause such a restriction unless the inlet is blocked.

and if you have not already done so, reset valve lash to .004
