Default Starter problem

I have a Duromax 16hp engine with about 2 Hrs. of idle time in the shop and about 1 1/2 Hrs. of road time And my problem is, the starter made some tic, tic ,tic noise but the engine will not turn over . I've checked the battery , it has 12.89 volts. So now I'm stumped. Anybody have a clue?

Is it the starter or the solenoid? I had one stick on one day not even using it.
