Take off the belt and make sure you can fully close the drive clutch by pushing on it by hand. May have a fly weight or something stuck in there

I can push it all the way in.

What I just noticed in my video is that it doesn’t go in as far as it can when the engine is turning… Which makes me think the 2nd clutch isn’t getting up to speed to open up

Well per your comment and Toms advise of taking apart the drive clutch I found out that two of the fly weights/arms were stuck and not moving. Got it clean up and all is good now. Got 22mph on the GPS.
