Those carts have slow top end with that stock motor. Mine was probably only 10mph top speed and torque was pitiful. You should have added some torque with the new controller but, it won't help your top end speed, it will still be slow. Also, the batts could have a good reading but, what do they do under a load? Put a load tester on the pack and see how strong they are. Anyway, I've just upgraded my medalist recently, changing controller, motor, f/r switch, solenoid, batts, cables, etc....

I was told years ago EZGO motors were turds (slowest in EZGO history) in 94 & 95. My 95 Metalist ran about 8 mph. So to get some more speed years ago my first upgrade a GE 4500 rpm motor. Everyone that rode my cart usually commentted how fast it was. It was around 11-12 mph.
