01 EZ-GO Carb Problems

I have a 2001 EZ-GO Gas Cart with a 295 engine, I have to keep pulling the carb & cleaning it to keep it running carb # is 603901, also is there a governor on this cart & can I speed it up, I am beginning to think I need a new carb, I also noticed that the air filter has two parts 1 of them goes right over the carb but is nothing but wire is it made this way or missing the filter element, can somebody help me, I can only hope I am posting this right it said I have 39 views but no replies, any advice you could offer would truely be a blessing.

The air filter is correct and you can zip tie the govenor(the spring above the tranny). I wish I could help more but I can't.

When you clean it do you find any foreign matter? Rust or dirt? Is there crap in the tank? Have you been changing Fuel filters? A new carb will only work a little while if your fuel source is dirty.....
