Default 2006 G22 Will not start

Just picked up a G22a for next to nothing. The story is the cart had been sitting up for 9 months or so. Did not have a battery in it when I picked it up. Put a new battery in when I got it home and it will turn over but will not start. Put a new spark plug in it, tried starting with the plug out, getting fire. Pulled fuel line to carb, held line up and tried starting, getting gas. Took carb off and cleaned it up, checked the float, did not see anything wrong. Took valve cover off and there was a leaf in there....hmmm...wth?
Other than the leaf, nothing out of the ordinary.
What should I check next???
Thanks in advance for your help!

There is a cable from the governer to the carb. No cable from the foot pedal.
Sooo....I need a cable from pedal to governer?

Just ordered one off of ebay. In the meantime, I tried starting by pressing the pedal and manually moving the actuator on the governer that the cable connects to but it still doesnt fire. I can hear a difference but it won't fire, backfire, etc. Should it at least be trying?

Waiting on cable to arrive. Tried starting by spraying starter fluid in the carburetor and it fired off but will not stay running. Does that mean carburetor is not delivering fuel?

well, got it running...thanks Todd! The carb was clogged up.
Now that she's running it is smoking quite a bit. Lighter colored smoke with the smell of fuel. Any tips on what could be causing that?

black smoke = fuel
grey smoke = oil

check for these- in order of lowest cost and severity.

- oil in airbox
- oil level way too high (caused by unburned fuel in oil)
- compression over 125 minimum
- try an oil change ($)
- yamaha combustion chamber cleaner/ ring free. ($$)
- rebuild ($$$$$$$$$$$$)

Usually on yamahas, compression and power will be fine, but the oil rings get stuck from carbon. sometimes ringfree fuel additive + combustion chamber cleaner will bring smoke to a minimum. sometimes a rebuild is in the cards.

Thanks cgtech, here's what I got.

-no oil in airbox (did see some fluid in bottom of the elbow, looks like gas)
-changed the oil, put one quart new in, that took it to max on the dip stick.
-compression is at 150

soaked carb in mineral spirits for 2 days to clean it up.
new gaskets on both sides of carb spacer and between carb and air box.
installed new throttle cable (it was missing)
new air filter
new plug (NGK BPR2ES)
changed oil

It will start when I press the pedal but acts like it is choked down, will not open up...running very low rpms. When I first press the pedal it will briefly rev up but then just chokes down and then the smoke.
Ran it like this a few minutes and plugged the plug, it has a lot of black build up on it.
I will try to post a pic of plug and video of it running.
Ring free next? Can i pick some up at Autozone?

Thanks again for the help guys!
