Default Do front and rear brakes have a return spring?

Our 2003 Pathway has front and rear brakes.
The front and rear actuating cables while not identical look similar in function.
Except only one side has a return spring.
The holes are there for a return spring.
Does it make sense that both brakes would have return springs?

Yes I believe they should both have a return spring. I once bought a DS that was missing the return spring- I think they shake loose and fall off sometimes.

There is only one spring as both equalizer rods for back and front brakes are connected to the same mechanism.
