i'm still at 51.2V 12 hours after charger disconnected so I'll start the tests in the morning since they seem to still be above the 50.9 max

I didn't test pack voltage under load, just the individual ones. Those seems to be fine, right?

Batteries seem to be fine. I would try to get a computer and connect to it with tool kit, and it should show where the problem is. Check all your cable connections all over. Also check for anything that may be getting hot after riding it for a little while. Could be some resistance somewhere.

I'm thinking this is loss of power due to cold weather, batteries look to be fine. I would keep an eye on her and wait for spring, if it's still underperforming then I would dig deeper.

I wouldn't bet on it. Cold can affect battery run time, but I wouldn't think it would affect initial speed a whole lot.
