Still, that's a pretty steep hill. Here a "big hill" is maybe in the 4-5 degree range. But that's definitely enough of an angle to mess with the carb if the needle is sticking.

Like I said, that's just totally a shot in the dark. But sometimes the simple fixes are often overlooked, and make the biggest difference.

So, It stopped raining and I went back out and tried. I parked down hill and no power. Took out the spark plug and it was dry but super dirty. I put a new one in and to worked fine. I tried doing it on a steeper hill and it also worked fine. SO it looks like maybe it was just the super dirty spark plug.

Why would it only do it in reverse up hill? does it need to spark harder or something?

Also, now that I changed the plug and the air and fuel filter I notice it's a lot faster. I don't remember it ever being that fast.

Weird it would only do it in reverse, maybe it was just a coincidence all along and it just wanted a tune up

Spark is a funny thing.
More energy is required for a spark to jump the plug gap when the cylinder is under load.
I think you were just in the range between running and not running, and had you gone another week or two with it acting the same it would have quit running altogether.

Can’t really explain why it would only do that in reverse except that there must be some reason the engine is under slightly more load when the trans is in reverse.
Clutch not opening all the way? Brakes dragging in reverse?
If you press the gas pedal and watch the throttle arm on the carb, does the lever start to move Before the throttle microswitch clicks? It should not. The throttle micro should click and the solenoid should engage before the cable starts to pull the lever.
If the lever pulls first it can cause starting issues.
