just bought 86 Ez go cart in pieces putting fuel pump on and there are three threaded holes in the block but two on the pump does the center hole (threaded) need something in it or does it just stay open?

Welcome to BGW The center hole stays open this is what operates your fuel pump. It supplies the vacuum needed.

the first thing i have to ask on the motor there is a gasket with 3 holes in it
then there is a plastic spacer that has 3 holes in it and is big enough to go to the outside bolt holes and the center hole is then hit by the o-ring on the bottom of the fuel pump do you have the spacer and oring

I have the spacer but no o ring! With the o ring I assume the o ring goes in the recess in the pump?
Thanks for the reply!
