Default 2010 RXV slow moving

The problem I’m having is the cart is moving slowly F&R the programer
Is showing no error code thinking it might be the encoder or wiring to
The encoder brake and throttle voltage are good.
The one thing I’m trying to figure out is that the break switch stays open
When I test it and the accel switch will open and close.
Would appreciate any help.

The encoder isn't the brake. it's a separate part. on 2008-2012 it was inside a bearing installed in the motor. Later in 2013+ it was an inductive sensor attached to the top of the motor and easily replaced (but failure rate has skyrocketed).

On a 2008-2012 if an encoder fails the car only goes 1-2 MPH maximum making what sounds like a dragging or grinding noise. You won't get an error code in the Danaher handheld. At least I never got one, and there's no error code for Encoder bearing in the diagnostics manual either.

2013+ Curtis variants the car will shut down or not move period. You might get 'Encoder Fault' in a Curtis handheld but it's not a guarantee.

RXVs of both variants go slow in a form of 'limp home mode' once batteries reach less than 20% SoC or State of Charge. Curtis variants show 'Low voltage cutback' and car slows to 10 MPH, and then 'Severe Undervoltage' limiting to 5 MPH and shut down shortly after.

Danaher RXVs show 'BDI Low' but remain capable of full speed until the charge dips so low it won't have any uphill power.
