It means that one of the four sets of high current contacts in the F/R switch assembly are not making contact.

If your cart is wired the same as shown in attached schematic and the F/R is in F, it would be the contact set between the B and C studs on the F/R switch assembly.

I may have it figured out. I was messing with the F&R switch back and forth while the pedal was pressed far enough for the solenoid click. I finally heard/saw a spark. I was able to repeat it again enough for the cart to move. The switch must be way to dirty/corroded to make good contact to send direction to motor. Looks like i have all the previously disconnected wires hooked up the way they are supposed to be. Big thanks to JohnnieB and others for the help. Now I will decide if I want to continue to strip down and rebuild or not.
