Default New Wheels Question

I purchased some madjax wheels for my TXT.

On stock rear wheels, there is a plastic round piece that seems to be some dust cover that you place through the center hole of the wheel before mounting them.

Do you transfer that piece to the new madjax wheels when mounting them to the hub's?

Not sure if it is a dust cover...And hope I am describing it correctly.

Thx for the help
