What is this exactly and how do you verify that it's working?

I'm no PDS expert, but if I understand it, you can park it on a slight decline and "forget" to engage the parking brake. It should beep and use regen to slow its escape, allowing you to catch it.

It uses the reverse beeper. Does the reverse beeper sound when you select reverse? If not the beeper may be silenced or disconnected. Walk away feature may still work without the beeps in this case. It tries to limit cart to 2 mph so, like has been said, you can catch it.
Beeper is also used for diagnostics and is behind the key switch plate.
