Is this supposed to connect to something?

See pics. Yellow circle. The bar goes to the parking brake. Is there something that is supposed to connect to that hole? Thank you!

Don't know the reason for the hole, but parts manual doesn't show anything going into it.

Apparently that hole isn't there on carts made before 2001, so your cart must be 2001 or later.

You'll typically get better results when you include the drive system type, body type and model year of cart in your questions.

That whole bar is just the latch for the parking brake, and I've never seen anything attached to the hole, maybe just was used for a hook to hold it for painting during manufacturing?

We have 50-60 EZGo Carts at work ranging from many different years and not a single cart has anything attached to that parking brake lever.
