82 club car ds solenoid trouble

My 82 club car ds has only 2 speeds. 2nd and 4th. When i step on the peddle all solenoids click but only 2 and 4 move the cart. All solenoids are new. Possibly the wires coming from the speed switch assembly?

So the first solenoid(looking from drivers side to pax will click BUT will not get cart moving...it only opens the circuit, the second solenoid actually gets the cart rolling and third goes faster, etc...so it sounds like 3 of the five are working because if the first does not work cart will not move at all. It is the only solenoid that being bad will prevent cart from moving entirely. If all are clicking then speed switch micros are all working...however clicking doesn't always mean working and I have had many cheap aftermarket solenoids be bad right out of the box...are they OEM solenoids? Do you have a voltage meter to read voltage across the large post? does your cart have resistor coils...and have you made sure they are all intact and not split anywhere? just some things to check...
