leaf spring grommet spacer
To replace these spacers, do I simply remove the bolt or does the cart need to be jacked up and wheel removed? Anything special to know? Thanks.

The spring is supporting the weight of the cart through that bolt. Jack up the cart, but be prepared to support the control arm/knuckle. Should be able to do it without removing the wheel, but might be easier if you do.
